Updates/New Business

BoCC work session on C23-1:

Robby E. presented at the work session on behalf of Planning and Development. He cited the RCW’s that give the county the responsibility to protect groundwater. He presented the Planning commission’s “findings of fact” but the commissioners seemed skeptical. Planning staff recommended adoption of C23-1. Janicki asked Keith Higgman to speak on what other counties have done. Island county has divided their county into risk zones, with more/less scrutiny based on risk. Everyone with a well is required to submit a water test twice a year. The BoCC asked about the USGS study and data. Janicki seemed to be onboard with the proposal. Isn’t it the responsibility of the county to collect data? Robby said only the department of ecology can stop the drilling of wells. Janicki asked the two agencies (Planning and Health) to work together to come up with a plan.

GIPAC and Kyle need to remind the county of their legal obligation in a letter. Steve will initiate a request with Kyle for a letter and Board Chair Michael Brown will write a letter as well.
